Two details trip people up. First, the Merriam-Webster quarter panel entry says the section can sit between the door and the hood, and its own examples use “front quarter panel.” So the idea that a quarter panel is always at the rear is not what the entry says. Second, the dictionary does not tell you which panel your repair shop will call which on an estimate; that depends on the vehicle and the shop. Ask them to point to the panel.

What the Federal Bumper Standard Says and Does Not Say

The federal bumper rule is 49 CFR Part 581. It applies to passenger motor vehicles other than multipurpose passenger vehicles and low-speed vehicles (section 581.3), and its requirements use a pendulum test device at 1.5 mph and 2.5 mph, followed at 2.5 mph by a collision-barrier impact forward and rearward (section 581.5(a)).
